<strong>CONTRACTOR QUALIFICATIONS AND EXPERIENCE: </strong></span></span></p>
In this role, you must possess the following minimum qualifications and experience:<br />
<br />
<strong>A <u>MINIMUM </u>of:</strong>

<ul>
&#9;<li>3 years gathering, documenting, and managing business and technical requirements for system implementation.</li>
&#9;<li>2 years with Electronic Medical Records (EMR) and onboarding multiple EMR systems.</li>
&#9;<li>2 years working with the development of early intervention data systems.</li>
&#9;<li>3 years collecting and analyzing data, and software process evaluation and improvements.</li>
&#9;<li>3 years working both independently and as a member of a project team, in the analysis, design, development and implementation of a complex system implementation.</li>
&#9;<li>3 years in developing detailed project documentation and presentations</li>
</ul>
&nbsp;

<ul>
&#9;<li>Bachelorâs degree in computer science, Information Systems, Business Administration, or other related field and technical knowledge and understanding of information technology infrastructure and software development practices and techniques. Relevant experience on a year-to-year basis can substitute for specific degree requirement.</li>
</ul>

<strong>RESPONSIBILITIES:<br />
<br />
Perform the following tasks in the time and manner specified:</strong>

<ul>
&#9;<li>Research, understand, and interpret functional and nonfunctional requirements to include business and stakeholder requirements, data and information requirements, data integration, metadata, data quality, service levels and performance, as directed by the Department.</li>
&#9;<li>Articulate technology in terms stakeholders can understand, and articulate business concepts and processes to the Departmentâs Early Steps Data System Project technical team, as directed by the Department.</li>
&#9;<li>Plan, manage, and complete the onboarding, technical validation, and formal certification of designated EMR systemsâ file import to integrate with the Early Steps Data System.</li>
&#9;<li>Manage the EMR user acceptance testing with EMR users.</li>
&#9;<li>Produce a detailed User Guide, to be reviewed and approved by the Department, outlining step-by-step EMR onboarding, file testing and validation, and certification procedures, from initial EMR user contact through successful Early Steps Data System integration within 120 days from purchase order issuance.</li>
&#9;<li>Provide post-implementation support for the Early Steps Data System, as directed by the Department.</li>
&#9;<li>Assist the Departmentâs Early Steps Data System Project team with testing post-implementation system changes by executing test scenarios and recording the test results, defects, and resolution of defects.</li>
&#9;<li>Conduct weekly EMR user status meetings and provide documentation of each meeting to the Department supervisor.</li>
&#9;<li>Create and maintain a comprehensive EMR user spreadsheet to include, but not limited to, the agency name, contact, EMR vendor, communication log, status of onboarding, testing, validation and certification and other data as directed by the Department.</li>
&#9;<li>Review project deliverables and tasks for accuracy, completeness, and quality, as directed by the Department.</li>
&#9;<li>Support updating the Project Risks, Action Items, Issues, Deliverables and Decisions (RAID) log and other Project logs, as directed by the Department.</li>
&#9;<li>Participate in weekly and monthly status meetings, project meetings, and stakeholder meetings, as directed by the Department.</li>
</ul>

&#9;<li>You must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.</li>

<p><span><span><span><strong>Meridian Technology Group is seeking a Quality Assurance (QA) Engineer</strong>. </span><br />

<br />
The Quality Assurance (QA) Analystâs role is to develop and establish quality assurance standards and measures for the Division of Information Technology Services (ITS). Working within ITS project teams, the QA Analyst will ensure quality testing of all in-house or commercial-of-the-shelf (COTS) products. The QA Analyst will apply end to end testing practices including writing test cases and scenarios that ensure the delivery of quality software. They will also determine usage of and potentially create automated testing structures.<br />
<br />
<strong>In this role, you will:</strong> </span></span></p>

<ul>
&#9;<li>Contribute to quality assurance measures and testing standards for new applications, products, and/or enhancements to existing applications throughout their development/product lifecycles.</li>
&#9;<li>Ensure testing activities allow applications to meet business requirements and systems goals, fulfill end-user requirements, and identify existing or potential issues.</li>
&#9;<li>Analyze documentation of any new application under development or consideration to determine its intended functionality and technical architecture.</li>
&#9;<li>Create test plans by translating the business and functional requirements into test cases.</li>
&#9;<li>Execute test cases to ensure internally developed products, COTS solutions, or systems meet the approved requirements.</li>
&#9;<li>Perform or assist in the testing and installation of both in-house and commercial off-the-shelf (COTS) products and applications into environments as required.</li>
&#9;<li>Collaborate with software and systems personnel in application testing, such as system, regression and load testing.</li>
&#9;<li>Make recommendations on test cases that are candidates for automation.</li>
&#9;<li>Use appropriate testing tools to automate integration and user interface tests.</li>
&#9;<li>Analyze formal test results to discover and resolve defects, bugs, errors, deployment/configuration issues, and interoperability flaws.</li>
&#9;<li>Make recommendations for improvement of applications and/or systems to the Customer Engagement team.</li>
&#9;<li>Review and analyze the effectiveness and efficiency of existing applications and systems and develop testing strategies for improving or leveraging these systems.</li>
&#9;<li>Be responsible for defect reporting and provides input to the Manager of Data Analysis/QA regarding release decisions.</li>
&#9;<li>Advise in the evaluation and solution of highly technical and complex testing functions and features, problems and bugs.</li>
&#9;<li>Peer review testing efforts of other QA analysts to provide feedback and mentoring.</li>
&#9;<li>Communicate test progress, test results, and other relevant information to project stakeholders and management.</li>
&#9;<li>Work with software engineers to ensure QA standards are adhered to, including unit testing that promotes quality coding standards.</li>
&#9;<li>Assist in the development of change control processes, practices, and guidelines for new and existing technologies.</li>
&#9;<li>Provide advanced Tier III support to customers.</li>
&#9;<li>Contribute to ITSâ IT Service Management (ITSM) system by documenting and sharing knowledge with others to improve customer service across the Department.</li>
&#9;<li>Attend meetings and training as required.</li>
&#9;<li>Perform other duties as assigned.</li>
</ul>

<strong>QUALIFICATIONS:</strong>

&#9;<li>Graduation from an accredited college or university with a bachelor's degree and three years of relevant quality assurance/automated testing experience; or three years of experience as a Business Analyst or Software Engineer in the Judicial Department.</li>

<strong>Background: </strong></span></span></p>
The PALM Project is a multiyear endeavor to replace the accounting and cash management systems with a modern financial management solution.<br />
<br />
To prepare for the transition to PALM, our client is seeking a resource knowledgeable in .NET, Angular, React, SQL Server, Oracle, for on-premises and cloud-based applications, to analyze and remediate applications for the new Statewide PALM system.<br />
Priority is finding a resource capable of analyzing these programs, documenting their specifications, and remediating the code and database assets. &nbsp;&nbsp;<br />
<br />
<strong>Requirements:</strong>

&#9;<li>Candidate <strong>MUST</strong> have a minimum of 5 years experience in <strong>Classic ASP</strong>, ASP.NET, Javascript UI libraries such as Angular and React, Backend databases such as SQL Server and Oracle, and on-premises and cloud based (Azure) platforms.&nbsp;</li>

&#9;<li>&nbsp;Utilize Azure DevOps to manage work tasks, code assets, and deployments.</li>
&#9;<li>&nbsp;Attend regular scrum and team meetings. Participate in collaborative activities with team members and customers.</li>
&#9;<li>&nbsp;Work on maintenance activities for Application Services.</li>
&#9;<li>&nbsp;Perform knowledge transfer with technical staff of the office of the Comptroller and Application Services.</li>

The candidate will be responsible for platform administration, incident management, troubleshooting, user support, monitoring, and ensuring the reliability of business-critical reporting and analytics services. 1. Objective</strong> </span></span></p>

This role focuses on the mitigation of operational challenges, hardware lifecycles, and the execution of critical security requests.</li>

The Contractor shall perform network security tasks for various state agencies, specifically focusing on:</strong>

This support will include project management, support for project implementations, financial upgrades and fixes, as well as production support for Phase II state agencies allowing for the&nbsp;success of the Clientâs modernizations.&nbsp;<br />

Our Client has accelerated their implementation of PeopleSoft Phase II modules for numerous agencies. These resources will participate as FCOE CORE Team members and may take both support and lead roles in various projects.<br />

<strong>The Candidate must meet all requirements: </strong></span></span></p>

&#9;<li>Proficient with Financials 9.2, PUM 53.</li>

&#9;<li>Be proficient in the following: Component Interfaces, SQR, App Engine, People Code, PeopleTools, SQL Developer, Bl Publisher.</li>
&#9;<li>Functional production support for all respective PeopleSoft Modules.</li>
&#9;<li>Ability to identify risks and obstacles within a project and provide a thorough assessment FCoE, IS, CAR and other OMES leadership.</li>
&#9;<li>Thorough understanding of the Clientâs Accounting procedures, policies, and standards.</li>
&#9;<li>Assist with testing patches and fixes, as well as Financials PUM Upgrade testing, as well as PeopleSoft Test Framework maintenance and scripts for testing Preferences given to resources with government experience, as well as experience with current PeopleSoft PUM Image.</li>

Our State Client is in search of a Systems Administrator to play a key role in assisting them in the oversight, management, troubleshooting, and execution of cloud services and platforms to support their infrastructure, applications, data, and other business needs. The duties of this position can be broad and may include such tasks as adding and removing individuals from the list of authorized users, archiving files, overseeing password protection and other security measures, and monitoring usage of shared resources. Architect, design, facilitate, lead, coordinate, and direct technology initiatives on multiple fronts across a variety of disparate areas within the organization. This could include Infrastructure administration, application development, data management & analytics, cybersecurity, external hosting, identity and access management, infrastructure, network, security hardening, privacy, and compliance. Oversight and management of Microsoft 365 environments and other Microsoft platforms, identity platforms, and a multi-cloud environment. Selects, develops, integrates, and implements network management applications for Internet components. The Systems Administrator will be responsible for working on projects, systems, and/or issues of medium to high complexity and will be expected to provide daily operations support, maintenance, and administration for Servers. &#9;<li>As directed by the Department, act as a liaison between the ESDS Project Team participants (which includes the Departmentâs Division of Childrenâs Medical Services, Bureau of Early Steps and Newborn Screening, the Departmentâs Office of Information Technology, regional and local users of the system, and other external stakeholders) and data system vendor as identified by the Department.</li>
&#9;<li>As directed by the Department, maintain overall accountability and adherence for post implementation system operations, service levels, compliance requirements, and vendor performance through continuous oversight of the ESDS system project.</li>
&#9;<li>Manage system requirements by capturing, analyzing, and prioritizing enhancement requests and facilitating enhancement request reviews, as directed by the Department.</li>
&#9;<li>Manage system changes and enhancements UAT planning, test case review, and acceptance validation, as directed by the Department.</li>
&#9;<li>As directed by the Department, manage organizational change management activities, including communication planning and stakeholder engagement for system updates.</li>
&#9;<li>As directed by the Department, oversee user training and knowledge-sharing sessions on new features, enhancements, and best practices.</li>
&#9;<li>As directed by the Department, manage and maintain the Project Risks, Action Items, Issues, Deliverables and Decisions (RAID) log and other Project logs, in coordination with the Departmentâs designated System Administrator.</li>
&#9;<li>Weekly, during the post implementation stabilization period according to the timeline provided by the Department, monitor the progress of work and post implementation hosting, operations, maintenance and enhancements period.</li>
&#9;<li>As directed by the Department, review, as a technical expert, the post implementation deliverables and tasks performed by the ESDS vendor for accuracy, completeness, and quality.</li>
&#9;<li>Provide analytical research to satisfy queries requested by the Legislature and Department management, as directed by the Department. As directed by the Department, create a report of the research and submit it to the Department Contract Manager.</li>
&#9;<li>Manage system enhancements and changes required by legislative mandates by analyzing the impact of new or updated laws, coordinating with stakeholders to define requirements, prioritizing changes, and ensuring timely implementation and compliance with statutory deadlines, as directed by the Department.</li>
&#9;<li>Facilitate ESDS Project Team meetings with the Departmentâs technical and program staff and perform associated project management meeting tasks, as directed by the Department.</li>
&#9;<li>Weekly, communicate and respond (both verbally and in written formats) with the Project Team, management, program, and technical staff regarding the status of project activities to ensure a common understanding among stakeholders about the goals, performance, risks, and accomplishments of the project.</li>
&#9;<li>As directed by the Department, review, edit, and expand existing ESDS training materials to ensure alignment with training needs, as identified by the Department, and make recommendations to develop and implement enhanced training for the ESDS. 6.1.19. This role is responsible for ensuring ADA Level AA compliance across both internal (teamtn.gov/hr) and external (tn.gov/hr) platforms while improving content quality, usability, and engagement.<br />

The position contributes directly to the State Client's digital accessibility goals by identifying and remediating barriers, implementing best practices in inclusive design, and supporting the Centers of Excellence service delivery model. The experienced AV (Audio Visual) technician will set up and operate equipment for live events. As an AV technician, you will be responsible for organizing and installing media equipment such as Teams rooms, projectors, microphones, video monitors and sound boards. You may also be required to alter the venue layout to enhance acoustics. You should have an advanced knowledge of audio and video equipment and excellent troubleshooting skills. The duties of this position can be broad and will include other such tasks as assisting the Workstation Support Supervisor with troubleshooting computer systems and related software, learning about, and providing technical assistance and routine maintenance of specialized software applications. Providing support for other IT related hardware devices such as networked printers and USB attached peripherals. Responsibilities will include providing Tier 2 support of medium to high difficulty requiring the ability to take ownership of complex issues. Being able to perform advanced troubleshooting to determine the cause of problems. Installs, configures, and provides user support, monitors Service Desk queue, and resolves support tickets as assigned. Participates in and coordinates projects, shares information and receives feedback from other OIT staff as appropriate. Generates and maintains detailed technical documentation, coordinates service calls and repairs for warranty and non-warranty items. Maintains records on all calls. Provides advanced support for other Technicians as needed in Audio-Visual systems.<br>

&#9;<li>Maintain and test audiovisual equipment and perform basic troubleshooting
&#9;<li>Maintain digital signage solution 4. Install, set up, and operate sound equipment, video projectors, and other various forms of audiovisual and IT-related systems as needed
&#9;<li>Provide support for live digital meeting technologies such as Microsoft Teams or Zoom
&#9;<li>Apply basic principles of operational support of computer hardware and software
&#9;<li>Oversee operation and quality of computer training classroom to ensure equipment is in good condition
&#9;<li>Evaluate equipment needs and notify supervisor of the need to repair or replace as well as handle the contacting of relevant service providers to complete repairs
&#9;<li>Ensure that sufficient spares are stocked to maintain or replace parts and equipment, including consumables
&#9;<li>Be on-site to assist in performances and deal with technical emergencies or issues as required. This may include after-hours
&#9;<li>Utilize proper safety practices and procedures in line with the use of A/V equipment and related cabling
&#9;<li>Perform other related duties pertaining to Audiovisual and Information Technology Support as requested by Supervisor
&#9;<li>Provides training on the use of equipment as needed and serves as technical advisor to all areas for the purchase of new audio/video equipment and conference room renovation planning

The DBA team is responsible for ensuring the application and processing architectures, data dictionaries, and database schemas meet the department standards for data requirements. The candidate in this position will be responsible for assisting in the design, development, amendments and optimization of the schema to meet system(s) requirements. The candidate must be able to understand and demonstrate the ability to develop database and warehousing design across multiple platforms and computing environments. The candidate must be able to work as part of a team to assist in developing an overall data architecture that supports the Departmentâs needs and meets Department and Agency for State Technology (AST) security standards.<br />

&#9;<li>Manage stakeholder expectations with a strong understanding of TDHS objectives and constraints.
&#9;<li>Contribute to release planning, system design discussions, and quality assurance reviews throughout the software development lifecycle (SDLC).

<strong>Required Qualifications:</strong>

<ul>
&#9;<li>Minimum of 5 years of experience as a Business Analyst or Functional Analyst in a complex systems environment.
&#9;<li>Minimum of 3â5 years of experience working with human services or social services applications, preferably within public sector eligibility or benefits systems.
&#9;<li>Prior project experience with Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF) programs is required, including familiarity with program policy, eligibility rules, and operational workflows.
&#9;<li>Demonstrated ability to bridge the gap between business needs and technical solutions and communicate effectively with both audiences.
&#9;<li>Solid understanding of system functional design and how integrated components interact within eligibility and case management systems.
&#9;<li>Experience conducting requirements elicitation, analysis, and documentation using structured methodologies and tools.
&#9;<li>Strong analytical skills with the ability to evaluate complex processes and data to drive decisions.
&#9;<li>Excellent written and verbal communication skills; able to tailor communication style to the audience (technical teams, leadership, or program staff).

<p><span><span><span><strong>Meridian Technology Group is seeking a Project Manager</strong>. </span></span></span><br />
<br />
The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS). OIS provides the technology systems and services that support more than 18,000 OHA and ODHS agency staff at local offices and facilities around the state. These systems and services help the two agencies determine client service program eligibility; provide medical, housing, food, and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors, and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and state hospital facilities; and promote and protect the state public health.</p>
<br />
The Center for Public Health Practice (CPHP) within the Public Health Division of OHA provides services to prevent and control diseases, monitor vital events, and assure an effective statewide public health system. CPHP programs work closely with local and tribal governments, community partners, and the public to protect and improve the health of all people in Oregon. Special emphasis is placed on communicable diseases, including epidemiology, laboratory testing, immunization, and other community control measures. The quality of statewide public health services is assured through consultation, planning, review, and accreditation of state and local agencies.<br />
<br />
The Oregon Immunization Program (OIP) works to reduce the incidence of vaccine-preventable disease in Oregon. OIP staff members seek to identify and promote evidence-based public health best practices to both the public and health care professionals throughout the state. In addition to education, OIP provides technical assistance and quality improvement for both public and private practices.<br />
<br />
<strong>Scope:</strong><br />
<br />
The Project Manager shall be embedded within the Oregon Immunization Program and work in the Project team with the OIS Senior Project Manager. The Project Manager will provide Project Management Services and Deliverables to OIP to meet the Project goals summarized below.<br />
<br />
OIS seeks a Project Manager to provide expert support in Microsoft Office 365 for the OIP ALERT IIS Replacement Project. OIPâs ALERT Immunization Information System (IIS) is a confidential, population-based, computerized database that records all immunization doses administered by participating providers in Oregon. Approximately 90% of all Oregon immunizing providers participate in ALERT IIS. This system is a powerful tool for managing immunization records and supporting healthier communities. ALERT IIS is used for clinical decision making and public health interventions. We have learned in the COVID-19 pandemic that to fight systemic bias we must ensure individuals have access to their own immunization data and that more partners are interested in accessing these data to assist the people they serve.<br />
<br />
A new platform for ALERT IIS will be more robust by combining functionality from both Immunization Record Information System (IRIS) and Partner Organization System Tracking (POST) and will include lessons learned from the pandemic to better address emerging events by including consumer access modules and Race, Ethnicity, Language, and Disability (REALD) and Sexual Orientation and Gender Identity (SOGI) data elements. IRIS is a system used to issue exclusion orders and collect statistics for reporting immunization and exemptions rates for schools and childrenâs facilities statewide. IRIS creates a grant required report that is submitted annually to the Centers for Disease Control and Prevention (CDC). IRIS provides a mechanism for local public health authorities (LPHA) statewide to meet reporting requirements and laws laid out in Oregon Revised Statutes 433.235 to 433.284 as well as in Oregon Administrative Rules 333-050-0010 to 333-050-0140. OIP plans to retire IRIS and integrate most functionality into the new ALERT IIS system. POST and ALERT IIS are interoperable and share organization-level data. POST is primarily internal facing and is leveraged to collect information about providers participating in OIP programs and is used by most OIP program staff and includes email integration. An external component provides online access to partners to enroll in OIP programs and manages the annual recertification for immunization providers for the Vaccines for Children (VFC), Vaccines for Adults (VAP) partners.<br />
<br />
Immunizing providers access ALERT IIS for clinical decision making and can also use built-in functionality to generate a variety of reports on their patient population. They can run reminder recall reports and notices of patients who are current or past due on immunizations. Additionally, ALERT IIS provides schools and childcare centers with on-line access to studentsâ immunization records and simplifies the enrollment process for parents to comply with Oregon statutes.<br />
<br />
Immunization Quality Improvement for Providers (IQIP) is another critical CDC program that supports immunization providers and state immunization programs. The IQIP program is an evidence-based continuous quality improvement process that uses ALERT IIS data for improving immunization rates and practices at the provider level. IQIP serves to assist and support health care providers by identifying opportunities to improve vaccine uptake and to help motivate providers to try new vaccination service delivery strategies and incorporate changes into their current practices. During large outbreaks, ALERT IIS plays a critical role in responding to vaccine-preventable diseases, such as the COVID-19 pandemic. In addition to use by medical providers, ALERT IIS also provided vaccination information to a wide variety of interested parties to help meet their needs and pandemic vaccination data to and from ALERT IIS and was one of the biggest drivers of system growth in the last 2 years.<br />
<br />
<strong>The Project Manager position will specifically focus on developing and refining project planning and scheduling to increase efficiency and accuracy:</strong>

<ul>
&#9;<li>Project management and assistance with competing project deliverables for ALERT IIS</li>
&#9;<li>Liaise with OIS technical support team</li>
&#9;<li>Update planner with new tasks based on input from OIP project team</li>
&#9;<li>Manage multiple complex and detailed schedules</li>
&#9;<li>Maintain timelines, milestones, and critical paths</li>
&#9;<li>Monitor and control programs to assure timely completion</li>
&#9;<li>Schedule and conduct stage gate review meetings with OIP team</li>
&#9;<li>Advise on and escalate key issues that impact the schedule</li>
&#9;<li>Ensure all resources are allocated to the appropriate tasks</li>
&#9;<li>Produce resource capacity reports (identify all resources that are over-allocated and under-utilized)</li>
&#9;<li>Devise ad hoc reports that will be needed for senior management to make informed decisions</li>
</ul>

Our client in in need of an Attorney to support an influx of eligibility appeals, the (Legal Review Attorney) unit is requesting additional support in the attorney capacity to ensure federal timeline requirements can continue to be met with high quality.<br />

<strong>Description of Duties </strong></span></span></p>

<ul>
&#9;<li>Research and review appeals in the clientâs Tennessee Eligibility Determination System&nbsp;database and make a valid factual dispute determination. 25% of total work effort</li>
&#9;<li>Acquire and maintain a thorough understanding of Medicaid statutes, regulations, and policies. 25% of total work effort</li>
&#9;<li>Review and monitor cases and appeals to ensure they are processed in compliance with Medicaid statutes, regulations, and policies. 25% of total work effort</li>
