Working Job Title: Senior Project Manager Transmission & Delivery

As a Project Manager, you will support large capital transmission projects that grow our ability to bring additional transmission load to our customers. This is an exciting opportunity to work on the largest transmission projects in the Pacific Northwest!

As new projects are identified based on system and customer needs, you will work together with a team of Project Managers, Engineers, Environmental Services Specialists, Estimators, and Property Specialists, to get the project started with engineering studies to clarify the scope, project funding, and a schedule. You will also develop a schedule that will track electrical outages that will be necessary to complete construction.

This position will play a key role in setting up processes in Transmission Delivery to stay on top of the 40+ transmission projects and helping the teams stay organized and focused on key tasks. Expect lots of changes and growth as we develop this new department to stay on top of the company’s largest T&D projects!

Key Responsibilities
  • Safety – As the leader on multiple teams, your job is to make sure that safety is on everyone’s mind. You will need to identify safety risks before each activity and make sure proper tailboards and procedures are followed.
  • Project Development – Our job is to lead the preliminary engineering work so we have a clear, final scope that can be handed off to the PMO. In some cases we will lead the land/ROW acquisition (including CPCN) and the permitting (such as ESFC). Being successful requires being able to quickly identify the unknowns of a project and working with Engineering, Property, and Environmental to retain contractors that can focus on a problem to solve.
  • Project Management – With the 40+ projects in our pipeline, we lead the project through the initiation phase. This phase can be bumpy with project schedules and costs changing as new information about the project comes forward. You will focus on managing the scope, schedule, risks, and resources to while making sure the needs of the stakeholders are being met.
  • Transmission – We are focused on the transmission projects that bring more load to our system. This includes new transmission lines and substations as well as upgrading transmission lines and substations. Projects will range in size from $5 million to $800 million.
  • Organization – Can you juggle 15 balls at the same time? If so, this is the job for you! You will regularly use your organization skills to keep track of all the activities on any given project so you know when to follow up with the different resources to stay on track.
  • Schedules – Our total load demand is growing rapidly and everyone one of our projects is needed. You will develop and maintain preliminary schedules and refine them every time new information comes in. Your Project Controller will be your constant companion as you tweak and adjust activities and dates until everyone feels you have an executable project.
  • Forecasting – Accuracy is important. When we forecast too high, it means other projects can’t be started. When we forecast too low, it means we leave money on the table. You will work closely with the Engineering Team and Estimators to refine the scope, develop new estimates and forecast out the cash flow on a monthly and annual basis.

Required Skills
  • Utilities experience is required
  • 5-10 or more years of experience in project management, construction, or engineering in the utility industry.
  • Strong knowledge of schedule management, forecasting, construction, project risk management, project scope control and project communication management
Preferred:
  • Strong understanding of transmission (line and substation) design and construction.
  • Suggested bachelor’s degree in business, project management, engineering, construction management or other related field or equivalent experience.
  • Advanced knowledge of software tools such as Microsoft PowerPoint, Microsoft Excel, SmartSheets, and Microsoft Project.
  • Strong writing skills for reports, project plans, and presentations.

  • 1. Good Communication and ability to run an effective meeting
  • 2. Organization skills to develop a schedule that gathers info. from multiple parties.
  • 3. Understanding of utility construction

  • 1. Experience with transmission or distribution systems
  • 2. Construction background
  • 3. Basic understanding of engineering process.

Certification Requirements:
  • Preference for PMP Certificate

Education Requirements (Experience in Lieu of Degree):
  • Degree in engineering, math, or business. In Lieu of degree, 5-10 years construction or engineering experience

Qualifications

Physical Environment
  • 30% Office (in office and remote) and 70% Field or Other Offices
  • Driving/travel: Valid Drivers License required. Frequently within service territory. As needed, travel (2-3 times monthly) to project site between Madras and Salem.
  • Unstable surfaces requiring balance (i.e., moving equipment)
  • Walking distances and surfaces (long distances and over rough, uneven or rocky surfaces)
  • Ladders (over 10 rungs)
Team and Work Environment
  • Team size: Our team is currently made of three people. Me and two direct reports (Project Manager “& Project Controls Analyst)
  • Team Role: We are responsible for bringing more transmission (power) to the Portland area. Requires developing new projects into an executable project.
  • Initiatives/Deliverables: Identify and plan for outages that will occur over the next 5 years. Develop 15 projects that can be handed off to execute.
  • Specific Tools: Microsoft Project or SmartSheet
  • “A day in the life” of this role: Leading a project to finalize the preliminary design. Working with contractors and Engineers to study an engineering problem and develop a resolution.
  • Meetings with different teams to understand schedule for project and then work with contractors to develop a schedule for outages. Lots of coordination with project teams and maintaining a schedule that summarizes various activities.
  • Interaction level this role will have the team members and hiring manager: Frequent interaction with team members and hiring manager.
The top priority for the worker over the first few weeks/months:
  • Develop understanding of the needs or a project.
  • Develop a high level schedule for the project. Coordinate with the project team to complete preliminary studies.
  • Develop schedule for all outages that are required to construct new projects.

The biggest challenge in this role: Getting to understand the design and construction activities.

This position is located in Location is Portland, OR with Work from Home Flexibility. Consultants should reside in the area.
