Meridian Technology Group is seeking a Process Architect.


In this role, you will work closely with the Solutions Delivery & Support Leadership team, the Service Management Office (SMO), and other cross-functional leaders, to develop a phased, comprehensive transition plan into a shared service/subscription model for several key service areas along with strategic roadmap development, process improvement and strategic decision-making meeting facilitation.

Background

  • The Office of Information Technology (OIT) is a forward-thinking organization that recognizes the need for continuous adaptation and transformation in the rapidly evolving technological landscape. We are seeking the services of a qualified and experienced business consultant to assist us in achieving our strategic goals through a comprehensive Technology Business Transformation initiative. This initiative will involve the following service areas: Application Services, Database Services, Test Services, DevOps Services, Identity Management Services, and Service Delivery and Performance Analytics. OIT has recently introduced the Service Management Office (SMO) which handles the business-focused activities of our centralized IT service delivery capabilities. As such, this Consultant will need to work closely with both SDS Leadership and SMO leadership to define deliverables and to provide consulting services to either functional team in the service of completing the defined deliverables.

Scope of Work

The Technology Business Transformation consulting engagement, working in collaboration with SDS, SMO and other functional team leaders, as well as customers, will encompass the following key areas:
  • Strategy development
  • Roadmap development
  • Collaborative decision-making facilitation with several cross-functional teams and customers
  • Process improvement
  • Advisory services
  • Review, analysis, and recommendations of various strategic initiatives

Initial Assessment
  • Work with SDS and SMO staff to conduct and summarize in-depth analysis of each service area including staff (capability), billing models, financial performance, quality/service metrics, resource management, and operational models; evaluate the alignment of technology capability to agency and demand, and identify areas for improvement, optimization, and modernization.

Technology Strategy Development
  • Work in collaboration with SDS and SMO Leadership to develop a comprehensive technology transition plan that will incorporate assessment insights with the established operational goals and objectives of the Solutions Delivery and Support Division within OIT.
  • Define a clear roadmap that maps target areas of improvement to transformation outcomes and details an operational plan to migrate from the current-state to the defined future state.
  • Develop ROI forecasts based on objectives, for technology implementation, upgrades, and innovations.
  • Recommend technologies that can enhance our competitive advantage.

Change Management and Stakeholder Engagement
  • Design change management plans with SDS and SMO staff to ensure the successful adoption of new technologies, improve existing service delivery, and/or develop more refined cost modeling for services.
  • Engage and train key stakeholders on the proposed changes.
  • Provide ongoing support and guidance during the transition period.

Implementation and Execution
  • Assist in the oversight of plan execution as developed by SMO, SDS and other functional team leadership.
  • Monitor project progress, budget, and quality to ensure successful delivery.
  • Ensure that technology initiatives are aligned with business objectives.

Performance Monitoring and Evaluation
  • Work with the SMO to define and implement key performance indicators (KPIs) to measure the success of technology initiatives, and of service delivery. Regularly assess and evaluate the impact of technological changes on the business.
  • Make adjustments and recommendations for continuous improvement.

Deliverables

The consultant will work with the SDS, and SMO leadership teams in a contributory role to identify deliverables within the timeframe of the SOW. We will also define the contribution needed for each of the agreed-upon deliverables. Below are some of the deliverables we will be defining, although this list is not comprehensive:
  • Technology Assessment Report and strategy recommendations for each of the SDS Service areas
  • Change Management Plans to support identified transition objectives
  • Progress and Status Reports
  • Facilitation of various strategic cross-functional team strategy meetings
  • Performance Monitoring and Evaluation Reports.


Location is Denver, CO. Position is Fully Remote.
