Meridian Technology Group is seeking an Application Architect.
Description: Application Architect
- State Health Care Project. A multi-year transformation to modernize the current Medicaid technology using a modular approach, while simultaneously improving overall State Agency functionality and to build better connections to other data sources and programs. Work shall be provided under a hybrid work model consisting of both on-site and remote work
- The State Agency may require on-site presence for meetings, project milestones, or other business needs
- Remote work may be performed from a location that ensures confidentiality, security, and reliable connectivity.
Minimum qualifications:
- Ensure resource has demonstrated experience serving as an Applications Architect in large-scale enterprise environments.
- Ensure resource can work with Agency staff, contractors, and other vendors in a collaborative team environment.
- Ensure resource complies with all Agency security, confidentiality, and application development and data governance requirements.
- Ensure resource is capable of working in a highly regulated environment, including state and federal data compliance requirements.
- Ensure resource can participate in required meetings, design sessions, and technical reviews as directed by the Agency.
- Ensure resource transfers knowledge to Agency staff as requested.
- Provide a timely replacement of staff if performance is deemed unsatisfactory by the Agency.
- Ensure continuity of working during staff transitions.
- Ensure resource maintains required technical competencies throughout the engagement.
The Applications Architect must possess demonstrated knowledge of:
- Enterprise application architecture patterns (layered/n tier, microservices, cloud native, event driven, domain driven design) and solution architecture practices (reference architectures, patterns, guardrails).
- API and integration design: REST/JSON, GraphQL, gRPC, asynchronous messaging (queues, topics), event streaming, enterprise service buses, and API gateways.
- Identity, security, and compliance: OAuth 2.0/OpenID Connect, SSO, role based access control, secrets management, encryption, secure SDLC, and alignment with state/federal standards in Medicaid/MES/FX programs.
- DevOps and CI/CD: build/release pipelines, automated testing, artifact/version management, blue green/canary deployments, and infrastructure as code.
- Observability and reliability engineering: logging, tracing, metrics, APM, performance/load testing, capacity planning, high availability, disaster recovery, and fault tolerance.
- Relational database design and SQL fundamentals (including SQL Server schema design, indexing, query optimization) and how applications interact with enterprise data platforms (EDW/analytics).
- Cloud platforms and services: designing application workloads on Azure and AWS, including compute, storage, networking, identity, monitoring, and platform services; integrating with enterprise data warehouse capabilities.
- Governance and architecture practices: standards, reference models, technical debt management, and design reviews aligned to enterprise frameworks.
- ASP.NET (Core & Framework), Blazor, C#, SQL Server/T SQL, .NET, Visual Studio/VS Code;
- Azure App Service, Functions, API Management, Azure DevOps/GitHub Actions, Application Insights;
- AWS ECS/Lambda/API Gateway; containers (Docker), orchestration (Kubernetes/AKS/EKS); Splunk Enterprise (observability), Tenable/Trend Micro (security).
- Experience with agentic/AI frameworks (e.g., Codex, Claude) for workflow augmentation is a plus.
- Experience leading Medicaid or public sector enterprise application implementations and modular FMMIS solutions (API first, configurable business rules).
- Experience transitioning ownership of applications/platforms (vendor ? state) and establishing sustainable operational models.
- Familiarity with CMS reporting, federal data submissions, and analytics support from an application perspective (interfaces, data contracts, service orchestration).
- Experience working in hybrid vendor/state environments and navigating governance/OCM practices.
- Experience with large scale enterprise application development/system implementation projects across Azure & AWS.
- This is a Contract assignment with our Client: State Government
- Full Time: 40 Hours Per Week
- Duration: 1 Year with possible extensions.
- Work Location: Hybrid with limited presence in Tallahassee, FL.
- This is a W-2 Contract role with Meridian.

- Contract Pay Rate Range: $58.00 to $62.00 Per Hour.
- There is no C2C or Visa Sponsorship with this role.
This position is located in Tallahassee, Florida with Work from Home Flexibility. Consultants should reside in the area or indicate the reason they are willing/seeking to relocate. Also, interested Consultants must indicate they are willing to relocate at their own expense as this position does not offer relocation assistance.
