    Position Purpose
    • Partner with a small project team (5-7 full time team members) in the work of moving employees over from the existing job classification framework to a new framework.
    • The new framework creates job descriptions for every job as well as creating new titles, pay grades and pay grade ranges for all non-bargaining employees.
    • The project is in the execution phase of working with managers in the business to develop job descriptions, and then reclassify roughly 1, 800 employees.
    • This position will be one of three leads who organize, plan and execute the work.
    • The projected end date of the project and this temporary position is March 31st, 2019.
    Position Responsibilities
    • Manage the completion of each assigned job family', from inception to completion (working with a dedicated Project Coordinator who will provide support with project plan, scheduling, spreadsheets, etc.)
    • Partner with the HR Business Partners to represent the project to the job family stakeholders (Officers, senior managers and front line managers) and see them through the conversion
    • Work closely with the Project Coordinator to meet deadlines and commitments

    Preferred Experience, Skills and Knowledge
    • 6+ year's progressive experience in Compensation, or as an HR Generalist with some job description/evaluation experience.

      ESSENTIAL DUTIES AND RESPONSIBILITIES

      • Design traffic signals to include incorporation of Siemens M 60 type Traffic Signal Controllers and connection to the city's Traffic Management Center via fiber optic or wireless technology; prepare signage and pavement marking plans; coordinate, review, and comment on the design plans and traffic impact analyses of others; recommend adjustments as necessary.
      • Prepare signal warrant, speed zone, and other traffic studies per the current TMUTCD.
      • Analyze traffic volumes and turning movements at signalized intersections and use the information to create/revise traffic signal timing plans to ensure traffic signal progression, safe and efficient movement of vehicles, bicycles, and pedestrians within the city.
      • Prepare bid specifications for equipment and supply purchases and construction projects in according with city purchasing procedures and policy.
      • Provide technical training to Traffic Engineering Division personnel.
      • Identify and evaluate new traffic management technologies for application within the city.
      • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
      • Assist the Manager of Traffic Engineering and Street Lighting with annual operations budget.
      • Assist the Manger of Traffic Engineering and Street Lighting in processing payments to vendors through the Performance Accounting System.
      MINIMUM JOB REQUIREMENTS

      EDUCATION
      • Bachelor's degree from an accredited college or university with major coursework in traffic or transportation engineering or other closely related field.
      EXPERIENCE
      • Five (5) years of increasingly responsible experience as an engineer engaged in traffic engineering, efficient signal progression, traffic signal design and operations.
      • Possession of a Master's Degree in a traffic or transportation related field from an accredited college or university may be substituted for one (1) year of traffic engineering experience.
      LICENSES AND CERTIFICATES

The ITS program is responsible for public facing systems. The ITS program supports Traveler Information Systems, Incident Management Systems and Traffic Management Systems. In addition, ITS is responsible for many internal mission critical systems that interact with roadside devices such as video cameras, digital freeway signs, ramp meters, and more. Operations staff use these systems to communicate weather, incident and other event information with both the public and regional emergency responders.

        The primary purpose of this position is to provide project management of software development projects for the ITS program. The person in this position is responsible for leading and coordinating staff and contractors through an established Software Development Life Cycle. These projects vary in size from small (less than 6 months) to large (greater than 12 months) either implementing enhancements or new systems.

                • Advise and assist the Sales and Project teams to win new business (Advisor to costing, design and controls related questions as they pertain to the project)
                • Create proposals
                • Help design training material or manuals as it relates to controls
                • Write functional design specification for projects (Sample FDS will be provided to help with the development)
                • Design and/or supervise design of electrical control systems
                • Prepare circuit drawings for the purpose of manufacture and/or sub-contract
                • Design and/or supervise design of PLC, HMI and SCADA control systems
                • Create and update the wiring diagrams associated with the control system
                • Assist in the selection of successful tenders for electrical sub-contract project work
                • Successfully commission systems and train operators and plant engineers as it pertains to the equipment or system controls
                • Expected regional travel will be 20% to 30%. Travel outside the region is possible but would be infrequent

                          We have a unique opportunity for a solid native C Developer to be part of our client's talented development team.

                          We need a Native "C" Software Developer/Programmer who lives, sleeps and breathes "C" Programming. You will need current, low level "C" skills; and need to know how to work with Data and Data Structures rather than just databases.

                          We need someone who can think in the abstract and deliver clean, efficient and glamorous code quickly.

                          You will need to write API's and not just use them. Outstanding communications skills are a must and we would prefer someone with a Computer Sciences Degree or at the least, a technical degree with a high competency in Math.

                          This project is exciting and game-changing, so if you enjoy working in a creative environment, love to work on new software products and can demonstrate a very high level of "C" competency inside and out, we are looking for you.

                          The position is located in Richardson, TX and could go  long term  for the right talent.
